      The 31 states referred to are the ones where the people have voted on homosexual marriage.
      There are a few states where the courts have said it is legal and either one or two where the legislatures have enacted laws making it legal.
      THERE ARE NONE WHERE THE PEOPLE HAVE VOTED ON IT.
